You don’t need a github account to use nix. You can access by proxy or for or i2p if you’re really that concerned.
Home manager is a community project and has its own documentation, and thus isn’t included in the “main” documentation for the project, and flakes are still an experimental, so they aren’t documented in major parts of the documentation.
