If I was trying to do regulatory capture (and trying to drive attention away from just how racist my ML stuff is for example) I would promote people like Yud, who have a decades old track record. A smart rich person would even fund various small strongly ideologically minded groups like Yud (and the NRx for example) with some throw away money just because they might be useful in the future. Just as rich people donate to both democrats and republicans.
