Bill has limitations. He would lose
Bill takes an early lead out of sheer impish weirdness, but come on. He got wrecked by two dork-ass kids and their over-the-hill parental figures. If he was more clearly a memetic entity he might be something Q couldn’t just snap out of existence, but as-is, he’s just going to troll the shit out of a self-obsessed demigod until it wildly backfires.

Q would be likely to gloat before Bill is completely defeated. If Bill uses a bit of cunning, he’ll conjure a Sisko. One decent punch and Q is gone for good
