Even if this is true, most people who sell their old Phone include the charging brick. Also there is a Video on Youtube that describes the problem with not including a charging brick, and the conclusion is that it created more waste and CO2 then it would if they include one with the device.
Also for most Android phones you will need a new one because you will want to use the New fast charging that comes with your new device.
I don’t know if Apple Providers something similar.
iPhones have supported some form of fast charging since at least the iPhone 6. The included charger was usually 5W and I think they can currently take 20W fast charging

As a person who works ewaste, which includes apple devices, youd be suprised on how little people return the chargers for their devices
